In a skillet over medium heat, cook the ground beef until browned and fully cooked. Stir in garlic powder, onion powder, smoked paprika, ketchup, and mustard. Cook for 2-3 minutes until combined. Remove from heat and let cool slightly. Mix in shredded cheese and set aside.

Preheat your oven to 375°F (190°C). Line a baking sheet with parchment paper. Separate the biscuit dough and flatten each piece into a circle. Place a spoonful of the beef mixture in the center of each dough circle. Fold the edges up and pinch to seal, forming a ball. Place the sealed side down on the prepared baking sheet.

While the bombs bake, combine melted butter, minced garlic, Parmesan cheese, and parsley in a small bowl. Brush the baked bombs with the garlic butter immediately after removing them from the oven. Serve warm with dipping sauces like ketchup, mustard, or ranch dressing.
